Managed to get the Jinhao 9019 clean. I ordered a pack of very thin-walled nut drivers intended for working on RC vehicles/drones (4mm, 5.5mm, 7mm, 8mm).

7mm worked perfectly and didn't need any stressing/pushing to fit like the deep well socket that didn't work.

Screw removed easily, took things apart and rinsed/scrubbed/swabbed and now it's all clean. I carefully aligned the inner cap and made sure not to overtighten the screw when reassembling it.

two-photo collage of a capped fountain pen with a transparent cap. In the top photo, there is red ink between the inner and outer cap. The bottom photo is the same but the red ink is gone, it's all clean!

It is labeled "BOX7.0" - The Jinhao 9019 outer cap with the clip attached and red ink near the tip. - The Jinhao 9019 inner cap with red ink near the tip - The screw that holds the inner cap, outer cap, and clip together. It is only a few mm long and has a 7mm hex head on it.
